A Disaster Recovery Idea for Search and Rescue Teams

Dear Sirs,
I have tried to contact some responsible person to just give an idea of lifting the roofs which have collasped after the quake without using heavy machinery. I am sure that heavy machinery will not be able to reach the interior villages.
We can use 5 Ton Chain Pully with 20ft tripod to lift the slabs upto four feet. The bigger building would require cutting in half with gas torch and then lifted to 3 to 4 feet without any other assistance. This is how we can solve the problem of most of the villages to remove the dead bodies or save the children.

It is also important to know the precise locations at whch people need to be rescued. Is there any system set up for reporting people in need of rescue?
